I am just a poor dirt surveyor with a dream, a quest, and a project since early 1990's that seeing progress mainly due to Google Earth tools. I know just enough about GIS to realize that I may never be able to afford the programs available or know how to create data that can be used for what I am trying to do in OK or the World, for that matter.
My limited small income is created from mostly a lot of hard work and long hours on small local boundary surveys. I am literally scratching an income from the dirt. Over many years I have seen the lack of funding and effort to bring our Township-Range-Section (TRS) up to standards that our technology has available.
I am seeking suggestions, contacts, networking and funding or help on any of the following:
I am working on a contact with someone who is controls layers in Google Earth (GE). I have details of a very important layer for data that will have more impact and any other feature available on GE. Two different KML features can now demonstrate the proposed layers. More about KML files below.
Site A is where you can activate the Township-Range-Section (TRS) center points and lines. In the future we will be able to locate the section corners, quarter corner points, and any other points. We now show these points independently with no coordinate data or limited data when we update the document of a corner record.
The existing system of corner records is very limited and will not usually give us real survey accurate State Plane Coordinates (SPC) with supporting evidence and basis of survey data. There is little incentive to include this important Survey Accurate Graphically Enhanced System (SAGES) on the corner records. Some States reward surveyors for data contributions with up to $350 for each certified SAGES per TRS corner.
I dedicated much time voluntarily to tutor others and promote this positive improvement to our TRS system since the early 1990's. You can also find information about this system on my website at www.gbreisch.com and other websites with blog articles.
I need an inside contact within GE so I can discuss and help the project become a common reality and part of GE. The two sites above are sponsored by entities other than GE so effort must be applied to insure that their efforts will be rewarded and that GE will make them and others a common part of GE and more easily accessed without the several steps now needed to have these feature show up on GE.

I found an article in the Professional Surveyor Magazine September 2008 Vol. 28 No. 9 that describes what I have been promoting since 1990 and it looks like New Zealand has got it all together, figured out and up and running to save their country millions of dollars.
Reading about New Zealand’s system shows me that it has done more to boost their economy than any other investment of public funds than anything else. I firmly believe it will continue to do more for their economy and set the standard for utilization of the technology available for managing survey and inventory items for the accounting and use of land in the entire world.
The article is called "Out with Paper" and was written by Karen Richardson who is a writer for ERSI in Redland, CA. I searched on the various key words and went to the Professional Surveyor Magazine website, however have not been able to find a copy of the article to promo the ideas that I have, for some time, at my website at www.gbreisch.com concerning the Survey Accurate Geographic (or Geospatial) Information System (SAGIS) or what I have recently referred to as the 'SAGES'™ ® for the Survey Accurate Graphically Enhanced System due to two recent features added to best illustrate this to the Public using Google Earth. I would like permission to get the full color article in pdf format to "spread the good news" about this Geospatial Accurate Referenced Information System (GARIS (sounds like Gary’s)) that Surveyors and Land Accountants can share to record and use for perpetuation of much more reliable use of resources, less litigation, and less waste.
Never before have I seen a central place where all the survey certified control points, lines, and descriptions used in boundary and rights description information brought together in one place for all to access and use for positive growth and decision making for quality development of a country, state, county, or city.
So the dream to build and electronic system to inventory all the certified and accurate survey data that we surveyor’s often pigeonhole and loose from generation to generation has come true. Past experience reveals that surveyors have surveyed the same land and used the same points over and over again due to lack of cooperation and communication. Their has been an opportunity to use technology since 1990 to eliminate this waste. A central system to inventory and maintain this valuable data would stop the duplication of effort and that still occurs in Oklahoma and throughout the World.
It is a step by step process that requires digitization and organizing of existing land records to make them freely accessible to surveyors and other resources to better pin down this data geospatially. Layers would show both the certified accurate data with the scanned data or aerial overlay data similar to Google Earth (GE) and other Geo-referenced Aerial Mapping Resources (GAMR).
More and more I see GE with tools to bring in KMl files that make it possible to see the overlay of GAMR. I met a guy who gave me hope that there are ways now that you can use his and other programs to do this from spreadsheets without having to buy for licenses and expensive GIS programs. He also has a way now to find Township, Range, and Section (TRS) information using GE at his site http://www.earthpoint.us/Townships.aspx where you used to do at TOPOzone but now cannot without paying for the service. This project makes available a WAY to have your name etched in stone literally or figuratively forever as a part of Oklahoma “Rich in History”™ ® ”SAGIS”™ ® project.

PREVIOUS BACKGROUND INFORMATION PRIOR TO 20080909:
Basically, the project is divided into three parts.
Part 1 is the documentation of each section corner in OK.
Part 2 is a fun and physically interesting project to build a model on the ground some place in OK with all the sections shown on a concrete slap etched or inset with named grids showing each corner and a name sponsorship for each section in OK.
Part 3 is the development of a cooperative network between OSLS, OKGIS and/or other Land Survey or GIS organizations in Ok or other States and Countries utilizing a control network to expand this SAGIS system and data bank it for access online and use by the public and private world. Anyone interested in this should contact Gary Breisch to check on the latest developments and procedures for collecting and sharing SPC data.
In Part 3, recent discoveries have led to better accuracy standards and qualifications for data collected on control points already in the "system" and many more surveyors are contributing to the expertise in this area and willing to share it to help others contribute and get credit for their efforts. Real progress is possible with the help of people and organizations like this.
In Part 3 I hope to get more help from ODOT in the future to organize their data better and make it more accessible. ODOT has been in the spotlight for helping get the BLM information organized and online. Now I am hoping they will get their data organized and accessible to greatly aid our economy and be funded better by our State to do so.
Part 1 includes all the “Quarter Corners” too. Most sections have four extreme corners like a square mile corners and five quarter corners if you consider the center of the section as a quarter section corner. For those who need further explanation and illustration, I can provide some sketches and drawings that will help you “see” how all this fits together.
Part 1 will allow you as an individual or company to sponsor each and every section corner in OK. This idea is not confined to OK but it is originated by me here so it will be the first of its kind to begin in OK. For a fee, you will be able to have a section corner named after you or anyone or any company or entity name that you choose. I originally called this project the “Section Township And Range System”™ ® and you may hear me refer to it with this name in the future promotions. It is similar to “naming the Stars” program where people can have a star named after a loved one as a gift that will last forever as they say.

The concept in part 1 is to be simple and inexpensive at $20 per section corner “sponsorship” for the name of your choice to be listed for a section corner of your choice. Usually most people will pick a section corner closest to a location that means a lot to them or near it if it is available. The name will be listed on this and a proposed master site that will be created with the funds that are made available for the expansion of this project. You can get involved as much as you want by contacting me and offering additional help and sponsorship of this project. Eventually, we will have SPC on each and every section corner and beyond and inside each section and offer another level of sponsorship opportunities. Some States offer each surveyor that “creates” a certified SPC on each section corner a fee of $350. Once a section is located with a certified SPC, it will never change similar to our current Oklahoma Certified Corner Record System that is not mandated or blessed with this feature except on a voluntary basis and without any real specification that will assure the surveyor or the public that they can rely on it for accuracy. That will change for the better of all someday and this with other projects will make it a reality.
Part 1 phase 2 includes a sponsorship level that will include the SPC ownership and naming rights for each section corner with a certified SPC and will be priced to pay the surveyor for that official certificate. Best guess now is a fee of $500 to take care of the administrative and labor to establish your name and obtain that SPC for that corner in your name.
Part 2 is a fun and physically interesting project to build a model on the ground some place in OK with all the sections shown on a concrete slap etched or inlayed with named grids showing each corner and a name sponsorship for each section in OK. This will be a “monumental” task (pun intended) to add to the sponsorship and funding of the SAGIS”™ ® .
I can only guess that this will cost a bunch, maybe as much as $2000 per section sponsored and named. This is now setup as a fund to build such a monument to the State of Oklahoma. Maybe we can get T. Boone Pickens involved in this one.
Check on my menu item SAGIS to get a better idea of the size of such a project both in logistics and in physical size. Do you know the physical size of our State footprint on this earth? If each section was approximately a foot square, how large will the Part 2 model of OK be? I challenge you to take the time and worthwhile effort to be a part of this project and contribute to the master design of it.

The STARS has been around since the beginning of organized land ownership in OK and almost all States in the USA but never put into perspective in this unique way to the knowledge of gbreisch.com to the date of this article.
The STARS allows you to have a name associated with each and every survey marker, section corner, quarter section or corner, and other substantial tangible location of objects near you associated Oklahoma Land History. Other States will be added to this system. You have the opportunity to be “Rich in History” TM ® and be a part of this project to restore and document your name in form of monumentation and documentation of such in OK. Each marker will have three levels of sponsorship.

I am still trying to contact Google Earth about an important layer to be added to Google Earth to make this system work with surveyors and other people who use and build maps better. That is the Township-Range-Section grid (TRS) that is the basis of all land divisions in most of the United States. Each State also has a State Plane Coordinate system (SPC) that also is needed to pull the system into position so that the next big step can be taken as discussed at my website as the OK SAGIS system.
